FX market conditions can change quickly, and at massive scale. Per the BIS, global FX turnover climbed to $9.6 trillion per day in April 2025, a 28% increase from the prior survey period.

In practical terms, a volume surge like that compresses decision-making windows. Firms have to ingest and normalize more prices, form an actionable view of liquidity across sources, distribute it to where decisions are made and execute without introducing delay or inconsistency. In fast conditions, small gaps in the stack – stale inputs, latency variance, noisy aggregation – translate into trading outcomes.

A Parallel Lesson in U.S. Treasurys: Volatility Can Drain Depth

April 2025 delivered a similar lesson in U.S. Treasurys. The Federal Reserve noted that amid volatile conditions, Treasury market liquidity hit "historically low levels" before recovering later in the year. New York Fed research puts the episode in sharper relief: the deterioration was sudden but brief, and less severe than either March 2020 or the March 2023 banking turmoil.

The point is not that Treasury liquidity is fragile today. The same analysis tracks the recovery: liquidity improved quickly once the tariff increases were partially rolled back, then strengthened through the rest of the year to reach its best level since 2021 by early 2026.

That is precisely what makes the April 2025 episode worth studying rather than filing away. The deepest market in the world moved from normal conditions to historically poor liquidity in a matter of days, on an event nobody had modeled the week before, and then recovered. Both halves matter. Liquidity is a condition, not a property — and a stack that performs well in the current environment has told you very little about how it behaves in the next one.

The authors make that point themselves. Their sample ends with the last trading day of February 2026, and they close by noting that economic uncertainty and interest rate volatility have risen since — underlining, in their words, that Treasury market liquidity warrants continued close watching.

The Takeaway: Liquidity Events Expose the Stack

These two markets are different, but the operational takeaway is the same. Liquidity events don’t just test trading strategies – they test the entire trading stack. When markets are calm, a fragmented architecture can still function adequately. When liquidity thins and volatility rises, the penalties show up immediately: inconsistent prices, slower or less stable distribution, wider latency dispersion and limited visibility into what happened at the moment the decision was made. The result is not abstract “technical debt.” It’s execution quality.

A Structural Deadline, Not Just a Market Event

Volatility is not the only thing reshaping fixed income infrastructure. The SEC's central clearing requirement for eligible U.S. Treasury cash transactions takes effect on December 31, 2026, with eligible repo transactions following on June 30, 2027. The Commission has publicly reaffirmed both dates.

Most of the preparation discussion has centered on clearing relationships and margin: direct participation versus sponsored access, done-away versus done-with, which model fits which desk. Those are the right questions. They are not the only ones.

A clearing obligation at this scope changes trade flow mechanics. More transactions submitted for clearance means more messages, tighter submission windows and considerably less tolerance for anything ambiguous in the trade record. Eligibility has to be determined reliably at speed. Reference data has to be correct at the point of execution rather than reconciled afterward. Exception handling a desk absorbed manually at low volume behaves very differently at mandate scale.

This lands on a rates market already absorbing a step change in electronic activity. The same BIS survey that recorded record FX turnover put OTC interest rate derivatives turnover at $7.9 trillion per day in April 2025 – a 59% rise in three years, and a far steeper climb than FX's 28%. More volume, smaller average tickets, more messages per dollar traded. The clearing obligation arrives on top of all of it.

In both FX and fixed income, execution quality increasingly depends on whether firms can maintain a consistent, actionable view of liquidity across venues and streams – and deliver that view quickly to the people and systems making decisions.
